水磨湯圓 原料:壓干的新鮮水磨粉1500克,澄沙餡1000克(如用鮮肉只需750克)。 做法: 1.取水磨粉250克,用適量的水揉和成粉團,拍成餅,當水煮沸時放入鍋內,煮成熟芡撈出,浸入冷水。再用水磨粉1250克放人缸中,用雙手搓擦,同時把從水中取出的熟芡放入碎粉粒中,揉拌成粉團,蓋上濕布,待用。 2.按量揪劑(每500克20個),將劑捏成鍋形,放入澄沙餡,隨后將邊逐漸收口,即咸湯團。 3.待水煮沸時,將湯團下鍋,用勺沿鍋邊推轉,當湯團浮出水面時,加少許冷水,再煮7一8分鐘,當湯團的皮看上去是深玉色,有光澤即熟。 肉湯圓 原料: 適量的糯米、大米、瘦肉末、醬油、胡椒、料酒、姜末、冬菜末、蔥花。 做法: 1.將糯米與大米混合,浸1一2天,用磨磨細放入布袋內懸空吊漿,制成面粉。 2.在鍋中倒入油少許,油七成熟時下肉末炒熟,加入醬油、胡椒、料酒、姜末,入味后起鍋裝盤。 3.熟肉末晾涼后,加入適量的生肉末、冬菜末、蔥花,拌勻后放冰箱里冷凍,切成小塊為餡心。 4.將面粉加入適量冰水的揉和,取一小塊捏扁,包入餡心揉圓。 5.將湯元下鍋煮,火不宜過旺,見湯圓浮上水面即撈出。 6.在碗中放入適量的醬油、胡椒、味精、化豬油、蔥花等,沖入適量高湯,將撈出的湯圓放入即可食用。

| 2009年,90后走進象牙塔,開啟純真的夢想之旅;2010年,80后集體奔三,驀然回首,哀嘆夢想難以照進現實!求職艱,就業難,這些問題“如影隨形”,困擾著80后學子,也終究會敲醒90后的青春夢。 數說2009學子就業 2009年611萬大學生走出校門,踏上求職之路。上半年,在企業崗位需求同比下降的情況下,高校畢業生總數比2008年增加52萬,根據中國人力資源和社會保障部就業促進司的數據顯示,如果加上2007年與2008年未就業學生,2009年將有860萬人一起尋求工作。可想而知,就業形勢何等嚴峻!正當學子們還為現實的情況惴惴不安時,下半年經濟回暖后招聘市場的升溫,似乎給長期處于陰霾中的求職大學生帶來一絲希望。但還沒等微笑的表情定格,教育部部長袁貴稱:“2010年我國的畢業生人數將達到630萬,國際金融危機對我國就業的不利影響還沒有消除。”大學生就業難的烏云始終不能散去。 1999年,中國要求在2005年之前,毛入學率(入學人口和適齡青年的比例)達到15%,于是,中國高校進入急速的擴招時期。2003年有212萬名大學畢業生走向就業市場,與一年前的145萬相比,猛增了67萬,增幅高達46.2%。從那一年起,“大學生就業難”似乎已經成了一個公認的現象;現在,人們的態度已經由最初的不理解轉為默認了這個“現實”。 十年來,高校招生人數、畢業生人數逐年漸漲,而每年發布的大學生就業率卻始終沿著時間軸上下徘徊。社科院2010年《社會藍皮書》稱,截至2009年9月1日,高校畢業生就業率達到74%,該數據略低于2008年大學生就業率。盡管如此,人們還是在質疑數據的真實性,2009年隨著“被”一族在網絡上叫起,許多大學生懷疑是不是自己 “被就業”了! 2009學子就業新動向 在2009年激烈殘酷的就業市場上,學子就業中舊事出現新動向,新事指明新方向。 考研、考公務員熱度不減 2010年全國碩士研究生招生報考人數再度攀升,達到140萬人,較2009年增加13%,報考人數創歷年新高。應屆本科畢業生依然是考研“主力軍”,就業難則成為眾學子報考研究生的主因。 這邊公務員招考一樣“紅火”。2010年度中央機關及其直屬機構公務員考試又創下了歷年報考人數的新高,104萬人報名角逐1.5萬個公務員職位,招錄比例已提高至69比1,競爭最為激烈的職位達到了4200多比1。 網友戲稱:“讀研和考公務員是大學生逃避就業的常用‘伎倆’。”話雖難聽,不過通過考研、考公務員延遲就業確實是許多大學生默認的事實。 創業經歷“九死一生” 國家號召“以創業帶動就業”,政府開設綠色通道,紛紛出臺相關政策扶持大學生創業,一場青年創業風潮盛行中國。大學生蠢蠢欲動談創業,而實際付諸實踐的人并不多,在僅有的創業實踐學生中大多又以失敗而告終。全國大學生每年選擇創業的比例為5%,其中成功率最高的浙江也只有這5%中的4%,廣東成功率只有1%,全國大學生創業平均成功率占這5%中的3%。 EMC公司聯席總經理李映博士說:“選擇創業的大學生本身要充滿激情,能夠艱苦付出,具備團隊協作精神和出色的表達能力,另外還需要有‘鴻鵠之志’。” 攜筆從戎進軍營 2009國慶60周年大閱兵,讓國人、讓世界看到我軍的英姿颯爽。有學子因此擁有了綠軍裝的夢,教育部、財政部、解放軍總參謀部等部門為了吸引高校大學生應征入伍,采取了“空前力度”的優惠政策。高校畢業生如果應征入伍,每人最多可獲2.4萬元國家補償,用于補償相應學費或代償助學貸款。教育部有關負責人表示,應征入伍相當于免費上大學。許多大學生躍躍欲試,截止到2009年9月1日,約有13萬畢業生報名登記。大學生能夠在軍營中得到歷練,也是人生的一次蛻變,即使復員之后,也對學生再就業會有所幫助。 扎根基層,大學生村官成熱門 根據2009年4月份統計的數據,目前我國大學生村官人數已達到13萬人。大學生當村官在2009年也表現的格外“熱”,成千上萬滿懷激情的高校畢業生踴躍報名參加“村官”選聘,一些地方出現了十幾名甚至上百名畢業生競聘一個“村官”崗位的現象。一方面出于就業的壓力,另一方面也反映了我們的畢業生正在以實際行動積極投身到基層一線,把理想植根于現實的沃土。 對于大學生村官的一項調查顯示, 有43%的人在憂慮“任職期滿后的去處”。2009年12月北京首批任職期滿的大學生“村官”卸任,就業率高達九成。在大學生“村官”雙選會上,近10家銀行緊急跟進,搶招大學生“村官”。這也給應聘大學生村官的學子帶來信心。 2009學子就業眾生相 從2003年第一批擴招后的大學生畢業以來,就業難的問題每一年都會被輿論拾起,成為人們眾說紛紜的焦點。年年歲歲花相似,歲歲年年景不同,2009年學子們在為工作奔波忙碌時,似乎比以往更加迷茫。就業市場眾生相,讓人們無奈之余,只好“長太息以掩涕兮,哀民生之多艱”! 1、高學歷,卻敲不開企業的大門 本科生遍地都是,碩士生也沒那么稀罕,博士都擴招了,所謂的高學歷還能在市場上所向披靡嗎?不看學歷看能力,學歷只不過是求職就業的“敲門磚”,很久以前人們這樣說。時過境遷,曾經被人們看好的高學歷在今天似乎怎么也敲不開企業的大門。 女研究生痛哭,我白送都沒人要 這是出自51job論壇象牙塔版塊的一個帖子,曾引起了許多網友的共鳴和悲憤。帖子說的是在當前高校畢業生舉步維艱的就業形勢下,即便擁有研究生學歷,求職之路依然坎坷。根據麥可思對2010年考研學生所做的調查顯示,34%的人選擇考研的理由是“就業前景好”,在眾多考研理由中位居榜首。 2009年不時爆出研究生在才市上屢吃閉門羹的事件,學子這邊手持高學歷期盼企業能夠多看自己一眼,企業那邊挑挑揀揀到頭來還是棄之門外。在51job論壇上,有網友這樣說:“像我們公司只有研發部門才用研究生,其他的崗位還真是沒有這個必要;如果要讀研究生,那就讀到博士再出來。” 選擇考研,學子們本想以此為就業拓寬道路,期待獲得可以給自己增重的學歷砝碼。然而,當他們走出象牙塔再次面臨就業的時候,卻發現學歷在市場上的吸引力已大大縮水。 招聘洗碗工,要求本科學歷 2009年廈門市公安局翔安分局要招聘一名高學歷的洗碗工,其條件之高被網友怒稱“這是對國家學歷的藐視!”雖然在輿論的壓力之下,招聘方修改了苛刻的招聘條件,豐富了工作內容,可被傷自尊的網友還是窮追不舍。相比之下,有些網友則顯得“淡定自如”,51job論壇網友“時間換空間”回帖說:“聽到這樣的消息,15年前憤怒,10年前麻木,5年前呵呵一笑!” 另有網友則在高唱“你傷害了我,我一笑而過,你要求貪婪我只能懦弱”。 這一事件,不僅直射學子就業難,同時也使學歷貶值的問題凸現出來! 學歷貶值,大學真的無用? 當所有看似殘酷的事實集中呈現我們的眼前時,人們很容易草率地得出結論,讀完大學,有了學歷依然很難找到工作。學歷貶值、大學無用論便在學子們的腦海中應運而生。 前不久,“熊貓燒香”的作者李俊提前出獄,國內一些知名IT公司得知消息后紛紛向他發出邀請函。李俊因“毒”得“名”,“熊貓燒香”雖不是為“名”而作,卻讓大眾看清這位連高中都沒有考上的水泥工藝技校生在網絡安全領域的天賦。早年李俊曾在北京、廣州等地闖蕩過,無一例外地被數家網絡安全公司因學歷低拒之門外。在51job論壇上的一項調查顯示,43%的人曾遭遇過“學歷歧視”,位居各種常見就業歧視的前列。 高學歷敲不開企業的大門,除了埋怨社會的不公,企業的苛刻,大學生是否能從自身的角度來考慮“敲門”的方式是否存在問題。在采訪德勤華東區校園招聘經理胡艷紅時,她一再強調:“德勤非常看重應聘學生在校的學習成績、組織能力、人際交往能力”。許多大學生以學不到東西為由揮霍四年的青春時光,或者為拿一紙文憑而晃晃度日,面對HR的“火眼晶晶”,這樣的學生定會“原形畢露”! 高學歷敲不開企業的大門的原因之一,不是學歷貶值,而是學歷的“含金量”降低!在校不好好學習專業知識,實習時不積累為人處事能力,再高的學歷對于企業來說只是一張象征意義的白紙而已。 2、就業難,紛紛回爐短訓 2009年9月末媒體報道“哈爾濱大學生‘回爐’短訓就業受寵”,新年伊始,廣東曝出“技校生就業好過大學生”,“企業爭搶技校畢業生,造成人才提前‘脫銷’”等類似的新聞。即學即用的技校培訓PK“華而不實”的大學教育,學子們心寒之余,不得不“識時務者為俊杰”,紛紛加入“回爐”培訓的行列。 曾經有一些專家和學者認為大學生“回爐”技校是一種人才和教育資源的浪費,然而隨著大學生就業問題的凸顯,一些大學畢業生為了增強就業競爭力回技校“充電”的現象被越來越多的人接受和認同,“回爐”大學生也從當初的“個別現象”發展到今天成為一個群體。 技校生受寵,大學生“回爐”,曾經的“天之驕子”,如今卻需要技校的“鍍金”才能真正發射光芒。上海社科院青少年研究所副研究員曾燕波在解釋這一“反常”現象時說:“技校、職校不可能替代大學教育,當大學畢業生紛紛回潮讀技校尋找就業出路時,拷問的不是教育體制,更深層次折射出的是當前經濟結構的問題。目前,我國的產業結構不完善導致一些重要產業對大學生的需求有限,社會上需要大學畢業生從事的白領崗位不足。” 3、有工作,卻與農民工同酬 掙扎在職場中的大學生千辛萬苦找到工作,還來不及慶幸自己拿到了眾人相傳的2000元薪酬的市場價,中國社科院發布的統計數據無疑又一次刺傷了學子脆弱的心靈。 中國社科院發布的《2009人口與勞動綠皮書》顯示:“隨著大學畢業生的增加和有經驗的青年農民工的搶手,兩者工資待遇有趨同的趨勢。國家統計局的抽樣調查結果顯示,21歲和22歲的大學畢業生與同齡的青年農民工的工資分布進行對比,都是“千元檔”,甚至青年農民工的平均工資水平略高于大學畢業生。” 社科院的這一統計也許是無心之舉,可已經覺得倍受歧視的大學生這下似乎又被揭了傷疤。媒體上沸沸揚揚的炒著“大學生與農民工同酬”,社科院人口與勞動經濟所所長蔡昉也表示:“部分青年農民工進入勞動力市場較早,積累了經驗技能,具備一定的就業競爭力,可能會與剛出校門的大學畢業生在一定程度上形成就業競爭關系。” 4、學子就業難,難在哪里 學子說,求職難 金融危機讓企業招聘慎之又慎。用人單位對求職者提出更高的要求,在大學生供過于求的市場上,企業當然更親睞和崗位最匹配的求職者,被淘汰則是普普通通的大多數學子。理想很豐滿,現實很骨感,有學生這樣感嘆! 一位網友在51job論壇上發帖說:“每次去找工作,都被人鄙視沒有工作經驗。可是一個剛剛出校門的人哪來那么多工作經驗?”應屆生把自己放在最低的位置,無薪實習叫賣自己,可企業并未因此拋出橄欖枝。沒有工作經驗,這樣的理由把許多應屆生擋在企業招聘的大門之外。 企業說,招聘難 企業在招聘中一看能力,二看潛力,這兩點都是根據應屆生在校期間的表現來判斷。在51job論壇上一位HR說:“有些同學既沒學習成績又沒實踐經歷,還總渴望先給他一個機會,進入企業后好好表現,企業可不敢打這個賭,要想拿到offer,學生必須首先證明自己的能力。” 一些大學生不重視在校期間專業知識的學習,面試時一些基本的行業問題都不了解。EMC公司人力資源總監狄巧告訴51job:“在校園招聘中我們會從應聘學生的學習成績、在校參與的研究課題來判斷應屆生汲取知識、開拓創新的能力。在第一輪面試中我們對于專業知識的考察會極為詳細。不合格者即被淘汰。” 剛出校門的大學生職業定位模糊,剛踏上工作崗位又覺得自己不適合這份工作,試用期還沒過就想著跳槽,這不僅浪費了自己的時間,也給企業帶來損失。這也是企業聘用應屆生的憂慮。 專家說,這個問題很復雜 有專家稱,大學生就業壓力不能推責于大學擴招。擴招雖然帶來大學生就業壓力,但擴招后的大學生即使不讀大學,一樣要就業。現在,大學生就業的供求矛盾主要表現在,畢業生的專業結構、知識結構、綜合素質、學歷層次,甚至就讀院校等不適應市場需求;畢業生的擇業傾向與技能不適應市場需要;畢業生的擇業期望值與用人單位要求不一致。這些矛盾的存在,導致了現在的大學生即使愿意接受現有的工資水平,但仍然找不到工作,即非自愿失業,以及經濟結構(包括產業結構、產品結構、地區結構等)發生了變化,現有大學生的知識、技能、觀念、區域分布等不適應這種變化,與市場需求不匹配而引發的結構性失業。 2010學子就業新希望 就業市場回暖 應屆畢業生簽約薪資高于預期 根據前程無憂的統計數據顯示,2009年第四季度網上職位發布數呈緩慢上升趨勢,而到2009年年底,全國IT招聘市場需求不僅恢復到金融危機之前的水平,甚至還超越了2008年的最高峰值。校園招聘方面,企業紛紛計劃增加2010年應屆生招聘人數。互聯網行業復蘇,帶動IT人才的需求,而這種形勢最先、最大的受益者是應屆畢業生,像國內幾大互聯網巨頭百度、阿里巴巴都提早進入校園“搶”人才。 根據麥克思所做的調查顯示,截至2009年12月底2010屆大學畢業生簽約率為25%,較11月增長3個百分點。薪酬方面,本科畢業生的期待薪資為1792元,而實際簽約薪資為2172元;上海本科畢業生平均簽約薪酬為3283元,為全國最高,比排名第二的北京高出455元。 總理帶給學子的希望 近年來,為解決大學畢業生就業問題,政府已陸續出臺各種政策。溫總理也不止一次強調:“我們政府必須把大學生就業問題擺在首位”。2009年12月20日,溫總理看望北京航空航天大學學生時說道:“我們會提出一系列措施,以讓大家畢業有用武之地。一些大型企業盡管有困難,一定還要吸收、留住大學生和研究生。” 和每一個年份一樣,2009年,只是歷史年輪中又一次時間的旅行。和每一個歲末一樣,我們總是希望對時間作一次深情回望。80后在新世紀的第一個10年飽經風霜,90后即將在第二個10年里厚積薄發。亦如我們的世界在動蕩里搏擊10年,在沖突里合作10年,矛盾無處不在,大學生就業難的問題也同樣會在矛盾的斗爭中發展。21世紀的第二個10年,我們帶著憧憬,帶著希望。

| 中新網上海十二月十七日電 (記者陳靜)記者今日獲悉,二〇一〇年上海高校就業和資助工作面臨的形勢仍較為嚴峻,將更為突出。上海市教委有關人士表示,將會同人力資源社會保障局等有關部門采取措施,進一步加大國家就業項目的實施力度,力爭人數比二〇〇九年有較大增長; 上海市教育委員會今天召開上海高校就業和資助表彰暨工作會議。會議表彰了上海教育系統高校畢業生就業工作先進集體和先進個人,并向各高校獲得二〇〇九年度上海市獎學金大學生代表頒發了證書。會議上,有四家單位獲得全國普通高校畢業生就業工作先進集體。 上海市教委副主任王奇表示,在國際金融危機爆發、經濟發展最為困難、社會整體就業形勢嚴峻的情況下,上海教育體系取得的顯著成績。據統計,到今年九月一日高校畢業生就業率超過九成,與二〇〇八年同期相比實現了穩中有升。 會議對明年上海高校就業和資助工作面臨的形勢和任務進行了深入的分析,指出二〇一〇年上海高校畢業生就業總體形勢仍不容樂觀,結構性矛盾將更為突出。一方面,明年上海高校畢業生人數比今年增加一萬人;另一方面,隨著上海高校在校大學生中外省市生源特別是中西部、農村生源比例的上升,資助工作的壓力也會隨之增加。 據了解,二〇一〇年,為促進上海高校畢業生充分就業,上海市教委將會同市人力資源社會保障局等有關部門采取措施,進一步加大國家就業項目的實施力度,力爭人數比今年有較大增。教育部門還將主動協調配合有關部門整合資源,積極探索新的基層就業項目,結合上海世博會召開的契機,會同民政部門,鼓勵和引導高校畢業生面向社區就業,服務社區,服務世博。 有關人士表示,將通過出臺一些優惠政策,及早啟動二〇一〇年高校畢業生入伍預征工作,力爭明年高校畢業生參軍人數比二〇〇九年有較大增長。上海市教委將會同上海市財政局進一步完善高校家庭經濟困難學生資助體系,加強學生資助工作公共服務機構建設和工作隊伍建設,進一步強化資助工作的育人機制。 |

| 據新華社電(記者 趙超)記者從20日舉行的2010年高校畢業生“三支一扶”計劃實施工作電視電話會上獲悉,由中央組織部、人力資源社會保障部、教育部、財政部、農業部、衛生部、國務院扶貧辦、共青團中央等八部門聯合實施的2010年高校畢業生“三支一扶”計劃將于4月在全國各地啟動,國家計劃招募2萬名“三支一扶”大學生。 八部門要求,各地要于4月啟動招募工作,于6月30日前完成招募。在招募過程中,嚴格按照人力資源社會保障部、教育部、衛生部就乙肝項目檢測作出的有關要求,取消體檢中的乙肝項目檢測。 據介紹,“三支一扶”大學生工作、生活補貼標準參照本地事業單位從高校畢業生中新聘用工作人員試用期滿后工資收入水平確定。“三支一扶”大學生參加社會保險的相關費用,要納入財政給予的工作、生活補貼范圍。中央財政補助西部地區的費用按人均每年1.5萬元的標準撥付,補助中部地區的費用按人均每年1萬元的標準撥付,補助東部地區的費用按人均每年0.5萬元的標準撥付。不足部分及各省超出中央下達的招募計劃自主招募“三支一扶”大學生所需經費,由地方財政承擔。 ■小知識 高校畢業生“三支一扶”計劃于2006年開始實施,主要組織高校畢業生到農村基層從事支教、支農、支醫和扶貧工作。 |

| “2010年全國普通高校畢業生規模將達630余萬人,加上往屆未實現就業的,需要就業的畢業生數量很大,高校畢業生就業形勢依然十分嚴峻。”教育部11月20日上午召開2010年全國普通高校畢業生就業工作視頻會議。 筆者在本次視頻會議河北省分會場了解到,教育部部長袁貴仁要求,各地教育行政部門、高校應通過實施好各類基層就業項目、扶持大學生創業、推動高等教育改革、加強就業指導等多種方式做好大學生就業工作。會議確立了“力爭2010年高校畢業生離校時初次就業率基本穩定,確保就業人數持續增加,到基層就業、自主創業的規模進一步擴大,相關領域制度改革和長效機制建設得到進一步鞏固和深化”的大學生就業工作目標。 “確保2010年到基層就業的高校畢業生數量有較大幅度的增加。”教育部要求各地教育部門在2010年進一步擴大“農村教師特崗計劃”的規模,積極配合有關部門繼續組織實施好各類基層就業項目,并做好2010年高校畢業生入伍服義務兵役的征集工作。各省級主管部門要進一步健全鼓勵畢業生下基層的政策體系,主動配合有關部門積極開辟新的基層就業領域。 “河北省級就業主管部門要積極出臺鼓勵大學生創業的新政策,協調當地有關部門,切實扶持一批大學生實現創業。”袁貴仁指出,要加強創業教育,優化政策環境,力爭在2010年高校畢業生自主創業工作取得新的突破性進展。高等學校要大力加強創業教育,積極探索在專業課教學中融入創業教育,并把創業教育作為就業指導課程的重要內容。 |

| May 30, 2007 1:14 P.M. EDT THE PRESIDENT: Thank you all for coming. Welcome to the Rose Garden. Today, I'm joined by some very determined people who are battling one of the worst epidemics of modern times: the spread of HIV/AIDS. I want to thank you all for being here. I'm honored to be in your presence, and I want to thank others who are joining us in this important cause, as well, starting with Ambassador Mark Dybul, who is the U.S. Global AIDS Coordinator. He runs our PEPFAR initiative. Mark, thank you for being here, as well as Rajat Gupta, who is the Chairman of the Board of the Global Fund to Fight AIDS, Tuberculosis, and Malaria. Rajat, we're proud you're here. He's told me something very interesting. Actually, he and I attended the same graduate school, and he said, It's important for people who have been successful in the business world to contribute something back to society. And Rajat, thank you for that spirit, and thank you for that compassion and concern. Secretary Mike Leavitt is with us, Department of Health and Human Services; Ambassador John Negroponte, Deputy Secretary of State. I'm about to make an important initiative. I appreciate my -- members of my administration for joining us to hear this initiative. The U.S. and our citizens have tackled HIV/AIDS aggressively. Many HIV-positive Americans are able to lead productive lives. The story has been quite different elsewhere, especially in sub-Saharan Africa. When I took office, an HIV diagnosis in Africa's poorest communities was usually a death sentence. Parents watched their babies die needlessly because local clinics lacked effective treatments. The story of a mother of Kenya affected me deeply when she couldn't afford drugs, except for one person in her family. So she forgave [sic] her own treatment to save her son. Despairing families who had lost everything to AIDS started to believe that they had been cursed by the Almighty God. This modern-day plague robbed Africa and other countries of the hope of progress, and threatened to push many communities toward chaos. The United States has responded vigorously to this crisis. In 2003, I asked Congress to approve an emergency plan for AIDS relief. Our nation pledged $15 billion over five years for HIV/AIDS prevention, treatment and care in many of the poorest nations on Earth. In the years since, thanks to the support of the United States Congress and the American people, our country has met this pledge. This level of assistance is unprecedented, and the largest commitment by any nation to combat a single disease in human history. This investment has yielded the best possible return: saved lives. To date, the emergency plan has supported treatment for 1.1 million people infected with HIV. This is a promising start, yet without further action, the legislation that funded this emergency plan is set to expire in 2008. Today I ask Congress to demonstrate America's continuing commitment to fighting the scourge of HIV/AIDS by reauthorizing this legislation now. I ask Congress to double our initial commitment and approve an additional $30 billion for HIV/AIDS prevention, for care, and for treatment over the next five years. This money will be spent wisely through the establishment of partnership compacts with host nations. These compacts would ensure that U.S. funds support programs that have the greatest possible impact and are sustainable for the future. America will work with governments, the private sector, and faith- and community-based organizations around the world to meet measurable goals: to support treatment for nearly 2.5 million people, to prevent more than 12 million new infections, and to support care for 12 million people, including more than 5 million orphans and vulnerable children. To help assess the progress we have made to date, Laura, the First Lady, is going to go to Africa next month. She's going to meet with community leaders and visit with participants in HIV/AIDS programs during her trip to Zambia, Senegal, Mali, and Mozambique. And she's going to come back with her findings. I really thank her for her concern about HIV/AIDS. She and I share a passion. We believe strongly that to whom much is given, much is required. Much has been given to the United States of America. Therefore, I believe strongly, as does she, that much is required of us in helping solve this problem. The statistics and dollar amounts I've cited in the fight against HIV/AIDS are significant. But the scale of this effort is not measured in numbers. This is really a story of the human spirit and the goodness of human hearts. Once again, the generosity of the American people is one of the great untold stories of our time. Our citizens are offering comfort to millions who suffer, and restoring hope to those who feel forsaken. You know, one good example of this good work is supported by -- that the U.S. supports is called the Coptic Hope Center in Nairobi, Kenya. Three years ago, the center had a staff of four people, and resources to treat no more than five HIV/AIDS patients a day. Today, the staff consists of 40 people and 10 volunteers who provide care and treatment services to over 6,000 people. I want to thank the Director of the Hope Center, Bishop Paul, who's with us today. I want to thank you for being here. I want to thank you for your leadership and for your care for your fellow human beings. Dr. Bill Pape is with us, as well. Dr. Pape is an expert on infectious diseases and founded in Haiti a leading HIV treatment program, which is a major PEPFAR partner. Dr. Pape has shown that even in the most difficult circumstances, dedicated and caring people can make great progress in fighting HIV/AIDS. We're sure proud you're here, doc. Thanks for coming. Also with us is Kunene Tantoh. Kunene is HIV-positive. She coordinates a mentoring program supported by U.S. funds for other mothers with HIV in Cape Town, South Africa. Kunene is proof that people with HIV can live productive lives and make a significant difference in the lives of others. Kunene, I want to thank you for joining us. Thank you for bringing Baron. Baron is four years old, and he's letting us know. (Laughter.) We appreciate you all coming. Thank you for the example you have set. Similar success stories are playing out all across the African continent where victims of HIV/AIDS are finding new reservoirs of strength and support. Villages in Africa now talk of the Lazarus effect, dying communities being brought back to life, thanks to the compassion of the American people. This is the impact that has made our emergency plan and the modern-day good Samaritans who are implementing it so effective. It's important that we continue the work we have begun. I'm honored that you were here today. I'm honored to be representing a nation that cares deeply about the suffering of others. I look forward to working with Congress on this great and noble effort. EDT THE PRESIDENT: When Dan told me that he was going to leave the White House so he could spend more time with his three young children and his wife, I never thought I'd be able to find somebody that could possibly do as good a job as he has done. I'm fortunate that Ed Gillespie has agreed to join the administration. He is a seasoned hand who has got excellent judgment. He's a good strategic thinker that I know will do a fine job. We're going to miss Dan. He's been a friend of mine for -- gosh, since 1993, but I fully understand why a young dad needs to be with his family. And I admire the fact that he has set such an important priority. And I also -- thank you for your service. And I also thank Ed for agreeing to come over here to the White House. We've got a lot to do. We've got to continue laying the foundation for peace. We've got an immigration bill that will help enforce our borders. We've got an energy bill that we need to get out that will make us less dependent on foreign oil. And we've got to remind the Congress that they need to be fiscally wise with the people's money; that we can balance this budget of ours without raising taxes. Distinguished heads of state and government, Mr. President of General Assembly, distinguished ministers, Excellencies, ladies and gentlemen, dear friends, allow me to warmly welcome all of you to the United Nations. Excellencies, this is your house as much as mine. I want all of you feel at home here. And I'm grateful to President Bush -- let me thank you for your strong support for the United Nations as a head of state of the host country of the United Nations. Had I known that you were going to host very good dinner then I should have been able to save the budget of the United Nations. (Laughter.) Thank you very much for your generosity and hospitality. I hope such generosity and hospitality will continue in the years to come. Excellencies, distinguished delegates, I'm delighted that so many of you are presented at the highest level for what is an exceptionally busy general debate season. In addition to attending the Assembly itself, many of you are engaged in our common efforts on Darfur, Iraq, Afghanistan, Middle East, and elsewhere. Even more joined our -- even more joined our high-level event on climate change yesterday. Some of you are convening meetings on other crucial issues, from Kosovo to peace and security in Africa. All of you share the understanding that we are here because we all have a shared mission and goals to build a peace in the broadest sense of the word. Ladies and gentlemen, as we look around us in this imposing room and these unparalleled views of the East River, we are reminded that the United Nations building is, in itself, a treasure and a triumph. As history has been written in its halls, its beauty has stood the test of time. But meanwhile, the building has fallen precariously behind the health, fire, and building safety standards. That is why I am profoundly grateful to all of you for your generous support in the work to save and make safe our U.N. house. In fact, my wife and I moved just about two weeks ago to a newly-renovated official residence of Secretary General in Sutton Place. We had been living at the Waldorf=Astoria hotel for about 11 month waiting this renovation be made. Now my next mission is to renovate whole of this U.N. building, including General Assembly hall. The renovation of this building, which will take about seven years, according to -- approved by the General Assembly schedules, but I have a plan, as a part of reform again, to shorten it maybe four to five years. Let us see. In any case, the renovation will begin sometime next year. By the time you attend the General Assembly next year, you may have to deliver your speech at a temporary General Assembly hall, which we are now going to build. This may cause some inconvenience, disruptions, but I hope you will bear with that. We are going to build a new temporary General Assembly hall in the north lawn here. I thank you in advance for your patience at the disruption the renovation will cause. Believe me, I'm already having sleepless nights about the logistics of this exercise. Maybe all of our staff may have to move out to somewhere in Manhattan, so there will be much inconvenience. But it is necessary. I hope we will all be able to draw inspiration from it. I hope that as we renovate our house, we'll also renew our commitment and revitalize our organization to build a stronger U.N. for a better world. Excellencies, ladies and gentlemen, allow me to wish all of you good luck and continued good health and success and prosperity in the important days ahead. It will be one of the biggest general debate seasons for many years, and it will mean hard work for all of us, but I know it will be worth it. | September 17, 2007 10:31 A.M. EDT THE PRESIDENT: Good morning. I'm pleased to announce my nomination of Judge Michael Mukasey to be the 81st Attorney General of the United States. Judge, thank you for agreeing to serve. The Attorney General serves as our nation's chief law enforcement officer. The Attorney General has an especially vital role to play in a time of war, when we face the challenges -- and we face the challenge of protecting our people on a daily basis from deadly enemies, while at the same time protecting our freedom. Judge Mukasey brings impressive credentials to this task. In 1987, he was nominated by President Ronald Reagan to the United States District Court of the Southern District of New York. It's one of the country's busiest and most respected trial courts. He sat on that court for more than 18 years, and he earned the reputation as a tough, but fair judge. For six of those years he was the chief judge, and he was a sound manager and a strong leader. Throughout his time on the bench, Judge Mukasey was widely admired for his brilliance and his integrity. Mike has experience in the Justice Department and private practice, as well as having served on the bench. He served four years as an Assistant United States Attorney in Manhattan, where he tried many cases and he developed expertise in the workings of the criminal justice system. He's also worked as a partner in a law firm, and he holds degrees from Columbia University and Yale Law School. Some of Judge Mukasey's most important legal experience is in the area of national security. Judge Mukasey presided over the trial of the terrorist known as the Blind Sheikh, and his co-defendants in the conspiracy to destroy prominent New York City landmarks, including bombing of the World Trade Center in 1993. Before the 9/11 attacks, this was one of the most important terrorism cases in our nation's history, and the verdict in that case was affirmed on appeal. In affirming the convictions, the appeals court signaled out the judge for praise. I found it very interesting what they said. Here's what they wrote: The Honorable Michael B. Mukasey presided with extraordinary skill and patience, assuring fairness to the prosecution and to each defendant, and helpfulness to the jury. His was an outstanding achievement in the face of challenges far beyond those normally endured by a trial judge. When the World Trade Center was attacked again, Judge Mukasey quickly reopened his court, even though it was just blocks from Ground Zero. He recognized the importance of maintaining a functioning justice system in the midst of a national emergency. He and other judges in his district worked day and night to ensure that applications for warrants were processed, investigations could proceed, and the rule of law was upheld. Judge Mukasey is clear-eyed about the threat our nation faces. As a judge and a private lawyer, he's written on matters of constitutional law and national security. He knows what it takes to fight this war effectively, and he knows how to do it in a manner that is consistent with our laws and our Constitution. And when confirmed by the Senate as Attorney General, he will work to ensure that our law enforcement and intelligence officers have the tools they need to protect the United States and our citizens. When he takes his place at the Department of Justice, he will succeed another fine judge, Alberto Gonzales. From his days as a Supreme Court Justice in Texas, to his years as White House Counsel and as Attorney General of the United States, this honorable and decent man has served with distinction. I've known Al and his family for more than a decade. He's a dear friend and a trusted advisor. I will miss him and I wish Al and Becky all the best. With Mike Mukasey, the Justice Department will be in the hands of a great lawyer and an accomplished public servant. Mike has shown good judgment in the courtroom, he's shown good judgment outside the courtroom. After all, he married a teacher. And we welcome Susan here, as well as son Marc and daughter Jessica. Thank you all for coming. He's also brought his sister, Rhoda, and brother-in-law Norm. I want to thank you all for supporting Mike as he takes on this important responsibility for our country. It's a pivotal time for our nation, and it's vital that the position of Attorney General be filled quickly. I urge the Senate to confirm Judge Mukasey promptly. Until the Judge is confirmed, Assistant Attorney General Paul [sic] Keisler will serve as acting Attorney General. Accepting this assignment requires -- Peter -- I said -- Peter Keisler. Accepting this assignment requires Peter to delay the departure date he announced earlier this month, and I appreciate his willingness to do so. Peter is the acting Attorney General. Paul Clement, who agreed to take on this role, will remain focused on his duties as Solicitor General, so he can prepare for the Supreme Court term that begins just two weeks from today. Judge, I'm grateful for answering our nation's call to serve. I look forward to welcoming you as the next Attorney General of the United States. JUDGE MUKASEY: Thank you, Mr. President. I am, of course, deeply honored to be selected as the nominee for Attorney General of the United States. Mr. President, I am also grateful to you for giving me the chance to return to the department of Justice where I served early in my career. The department faces challenges vastly different from those it faced when I was an assistant U.S. attorney 35 years ago. But the principles that guide the department remain the same -- to pursue justice by enforcing the law with unswerving fidelity to the Constitution. I have always had great respect for the men and women who follow those principles day in and day out in all the constituent branches of the department. My fondest hope and prayer at this time is that, if confirmed, I can give them the support and the leadership they deserve. This morning I received a congratulatory call from the man I've been nominated to succeed, Alberto Gonzales, and I appreciate his support and encouragement. I said a moment ago that the challenges the Department faces are vastly different from those we confronted 35 years ago. Less than a week ago, we marked a solemn anniversary that reminds us, if we need reminding, of how different those challenges are. Thirty-five years ago, our foreign adversaries saw widespread devastation as a deterrent; today, our fanatical enemies see it as a divine fulfillment. But the task of helping to protect our security, which the Justice Department shares with the rest of our government, is not the only task before us. The Justice Department must also protect the safety of our children, the commerce that assures our prosperity, and the rights and liberties that define us as a nation.
